Overview

This position supports Black Box Network Services by engaging in proposal development, proposal authoring, and the timely production of non-price (technical) responses to complex Federal Government requests for proposals (RFPs) and quotes. The position requires coordination of activities with Capture Management (Sales), Contracts, Engineering, Operations, Pricing and other support functions to ensure a fully compliant bid response is prepared.

·Support in the development, preparation, and presentation of written proposals and quotes
·Reads, comprehends and disseminates all materials included in the RFP from the Government
·Receives and writes questions and submits to contracting office for response.  

·Distributes Q & A responses to the proposal team
·Prepares compliance matrices for review
·Collaborates with the proposal team to develop proposal response format and structure
·Prepares draft documents for review processes and provides review materials
·Prepares final proposal documents and supports production of the proposal (binders, spines, covers, dividers, boxing, packaging, etc.).
·Edits and re-writes for understanding, grammar and readability as one voice
·Ensures that formats, font size, page count etc. are consist with the Governments requirements as described in the proposal documents resulting in a compliant response
·Collaborates with the Capture Manager to generate win themes
·Leadership of proposal phases, activities, and milestones (including, but not limited to, the proposal kickoff meetings, teammate meetings, data calls, color reviews, brainstorming sessions, informal proposal reviews)
·Establishment, communication, and management of the proposal development and production schedule
·Other duties as assigned

Qualifications

Requirements

 

·Displayed expertise bidding and winning large GWAC/IDIQ type contracts
·Shipley training or significant Shipley/professional proposal experience
·College degree in journalism or English
·Experienced technical writer and editor, related engineering (preferred), marketing or sales discipline or significant applicable work experience  
·A minimum of 5-7 years of experience in a sales organization in a telecommunications or high tech environment is desired
·Project Management experience desirable
·Operations Management experience desirable
·Excellent verbal and written communications skills
·Strong project management/organizational/ leadership skills
·Proficiency with Microsoft Office to include Word, Power Point, Visio, and other graphic programs
·Detailed oriented
·Works well under pressure
·Ability to multi-task effectively
·Ability to resolve conflicts between several different views of an issue
·Ability to analyze information and make recommendations
·Knowledge of voice products and telephony/VoIP systems
·Knowledge of U.S. military and/or federal contracting
·Knowledgeable on QA/QC plans, risk mitigation plans, management plans, etc.
·Knowledgeable on applicable Government publications
