This position supports the USMC mission by providing exceptionally qualified engineering expertise to implement, manage, monitor, test and troubleshoot complex VoIP and Data related infrastructure throughout the Base communications architecture.  The engineer will be a senior Subject Matter Expert for all VoIP related configuration, implementation, and maintenance activities in support of the UC network being installed at MCAS Cherry Point, NC.  The position is responsible for the management, monitoring, testing and troubleshooting of all VoIP components installed.



  • Support issue resolution through the analysis of existing voice and data networks and recommend corrective actions
  • Monitor and identify capacity, quality of service (QoS), and performance issues for VoIP traffic to ensure continued, uninterrupted operation of telephony systems
  • Support installation and configuration of voice gateways as part of the IP telephony system
  • Support development and implementation of test plans, migration plans and delivery plans
  • Assist in the evaluation of existing networking environments. Assist in the design of solutions that address Government concerns, and support the implementation of efficient and economical solutions for the USMC.
  • Support the configuration and hardening activities for Voice, data and other implemented technologies as may be required.
  • Supports deployment activities for overall networking and UC application implementation.
  • Attend project Technical Working Groups with key stakeholders to resolve and implement design strategies and technical challenge resolution initiatives
  • Support installation and configuration of UC applications, SIP trunking, Telephony Gateways and access level switching components as designed to support project solution requirements
  • Troubleshoot, maintain, upgrade, and provide solutions to complex hardware/software problems
  • Basic understanding of Defense Information Systems Agency (DISA) Security Technical Implementation Guides (STIG)
  • Support the hardening and implementing Department of Defense IA security postures on the Microsoft and Linux operating systems.
  • Assists in the development and completion of all engineering technical documentation
  • Supports the development of performance work statements, requirements documents, scope and priority definitions, and schedules for large complex technical engineering requirements to support program engineering and implementation activities.



Required Education and Experience

  • A CCIE, JNCIE or other vendor equivalent certification – Voice certification plus 3 years of recent specialized experience, OR;
  • A CCNP or other vendor equivalent certification – Voice certification plus 5 years of recent specialized experience, OR;
  • A CCNA or other vendor equivalent certification – Voice certification plus 7 years of recent specialized experience, OR;
  • Minimum 10 years of recent specialized experience.

Desired Skills and Qualifications:

  • Strong verbal and written communications skills
  • Adept at utilizing personal computing tools and extremely proficient with the Microsoft Office Suite of Products
  • Ability to work in a team environment and create, manage and maintain formal and informal networks
  • Self-motivated and desire to succeed, ability to work as necessary to meet clients needs
  • Familiar with the process to request, install and administer PKI certificates
  • An understanding of CA, Intermediate-CA, CRL and OCSP terms and technologies
  • An understanding of how to integrate a NEC VoIP infrastructure with Legacy TDM systems in order to develop a seamless Hybrid Voice environment.
  • An understanding of the theory and design of voice and real time services security requirements is a desirable qualification.
  • Ability to implement, test and troubleshoot enterprise level dialing plan encompassing several dialing domains across international borders.
  • Strong understanding of SIP EBC/SBC components
  • Strong understanding of TDM to IP gateways.
  • Attention to detail and the ability to successfully handle multiple priorities simultaneously is required
  • Must possess an Information Assurance Technical (IAT) Level II certification as listed in the current version of DoD 8570.01-M. IAT Level II certifications include:
    • GSEC
    • Security+
    • SCNP
    • SSCP
  • Current Secret Clearance or ability to obtain clearance required
