Black Box Network Services Federal division is a premier provider of Voice, Data, Transport, and Cabling infrastructure services and products to the Federal Government and the supporting organizations.

Black Box is currently seeking an Outside Plant (OSP) Engineer who will be responsible for the survey, design and construction of copper and fiber optic facilities in aerial, underground and buried applications for telecommunications construction projects in Southwest Asia. Responsibility may include simultaneous design and oversight of multiple projects. The OSP Engineer will work closely with the Project Managers and other Systems Engineers, schedule major constructions tasks and ensure continuity of job progress while maximizing efficiencies.



  • Provide subject matter expertise, design, and oversight for on-site OSP construction projects.
  • Responsible for cable plant engineering solutions for DoD projects in Southwest Asia.
  • Knowledge of DOD IT Standards to include I3MP (Installation Information Infrastructure Modernization Program), USAISEC (Information Systems Engineering Command) Outside Plant Design and Performance Requirements (OSPDPR).
  • Experience writing design documents, Statements of Work (SOWs), Government contract proposals and modifications to existing contracts to include activities, labor hours and estimates, bill of materials (BOMs), site survey reports.
  • Provide detailed SOWs to potential subcontractors for bidding purposes
  • Estimate costs and/or review cost estimates by others to provide accurate and competitive pricing to potential clients
  • Provide technical writing inputs for design documents as it relates to OSP design and construction.
  • Provide expert advice in the development and execution of agreements with subcontractors to ensure that scope of work and responsibilities include all necessary tasks, and risk allocation is carried out appropriately
  • Work with systems engineers to provide inputs to optimize designs and facilitate installations and improve efficiency during project implementation
  • Provide or assist in the preparation of post-award project deliverables such as MOPs, SATs, EDPs, and drawing inputs
  • Coordinate site prep implementation with the project managers
  • Coordinate and provide expert advice in the purchasing of materials and equipment for project execution
  • Lead review meetings with contractors to verify adherence to schedule, quality of work, potential challenges, changes in scope, reasons for delays and all other matters related to the project implementation
  • Ensure that safety regulations are defined and observed in every project by BBNS and its site prep subcontractors

Other tasks and responsibilities that may be necessary to successfully manage BBNS construction and installation activities



  • Minimum 10 years of work experience in OSP Engineering design and construction
  • Working knowledge of USAISEC OSPDR guidelines and requirements.
  • Minimum 5 years of work experience with federal government contracting and acquisition process.
  • Bachelor’s degree or equivalent experience
  • Basic AutoCAD skills desired
  • Proficient in Microsoft Office Suite including Microsoft Project
  • Ability to obtain and maintain Department of Defense (DoD) Security Clearance: U.S. citizenship required

Job Knowledge/Skill/Ability Requirements:

  • Experience must include obtaining and technically qualifying competitive bids from subcontractors
  • Estimating experience in the federal government contracting sector required
  • Strong communication skills; thorough and attentive to details; able to prioritize and multitask; proactive and deadline-oriented
  • Superior communication (both written and verbal) and excellent interpersonal skills required
  • Ability to read and understand RFPs, PWSs, SOOs and technical standard documents
  • Ability to work in a fast paced environment Ability to interact effectively with customers, vendors and employees at all levels of the organization
  • Ability to handle conflict in a professional and calm demeanor
