    Tyto Athene is seeking a qualified Program Manager, contingent upon contract award, in Baltimore, MD.   

    The Program Manager will be the individual responsible for leading the program dedicated to supporting the Social Security Administration throughout an agency-wide transition to a single enterprise Unified Communications solution.  The Program Manager shall oversee and authorize all actions taken during the contract, including, but not limited to, overall life cycle program management, resource allocation, billing and invoicing, and achieving project milestone objectives.


    Duties and Responsibilities:

    The Program Manager defines, plans, manages and reports on contractual requirements and overall performance of the program, providing fiscal, operational, administrative, and resource oversight of the program.

    Principle duties and responsibilities include the following.  Other duties may be assigned.

    • Provide program team leadership and has overall responsibility for ensuring successful management of the program for the customer.
    • Serve as the primary customer point of contact within the organization.  Coordinate with both internal and external resources to ensure all program objectives and expectations are aligned and executable.
    • Coordinate operational and maintenance activities, scheduling, assignments, technical engineering, performance, installations, material ordering, staging, deliverables, billing, training, subcontracting, and any other activities associated with the daily performance of this Contract
    • Ensure program team understands and has appropriate resources to meet and verify all contractual requirements (cost, technical, schedule) to include performance, quality, regulatory compliance, etc., develop the program plan with the team and conduct regular program reviews, both internal and external, to report and track performance to the plan.
    • Provide program direction during all phases of the program to accomplish cost, and schedule objectives and proactively work with the team and customer to address and mitigate risk and the impact of unplanned events (failures, realized risks, material issues, etc.) on the organization and customer.
    • Achieve operational objectives by contributing information and recommendations to strategic plans and reviews; preparing and completing action plans; implementing production, productivity, quality, and customer-service standards; resolving problems; completing audits; identifying trends; determining system improvements; implementing change.
    • Develop and maintain complex master project schedules for multiple, simultaneous projects. Confirm all tasks are assigned sufficient resources to meet project goals / timelines.
    • Oversee the planning, executing, controlling, and closing of projects.
    • Resolve conflicts among the team, including the customer; align expectations, and develop both short term and long term plans to lead the program to its successful conclusion
    • Maintains quality service by establishing and enforcing organizational standards.


    Required Education/Experience

    • The Program Manager shall have a Bachelor’s Degree from an accredited college in a related discipline, or equivalent experience/combined education, with 11 years or more of professional experience; or 9 years of professional experience with a related Master's degree, with at least five years of project management experience in managing a telephone switching network and associated operations for civilian, military, Government and/or commercial environment.
    • This experience must include managing the full life-cycle process required to effectively implement telephone switching networks having a minimum of 20,000 telephone lines.
    • Project Management Professional® (PMP) Certification in accordance with the Project Management Institute (PMI) ®.
    • ITIL® v3 Foundation or Intermediate Certification with a focus in Service Lifecycle preferred
    • Must have strong leadership and communications skills and be able to interface effectively with cross functional teams, multiple contractors and with the customer.
    • Requires US Citizen or US Person (Green Card Holder) with the ability to obtain a Public Trust clearance
